So why hasn't the owner of the dog not been arrested or charges filed?

Are they waiting for it to happen again?

And animal control stood there and watched it happen?

I've come to the realization that the only thing that is going to change this is more deaths.

Not maulings, because legislators and animal control, even the media, seem to lose interest when it comes to disfiguring injuries.

But when people, especially children, die then the legislators start doing the right thing and fixing the laws, and animal control starts doing its job.

Even the dogs benefit when the laws get passed because it's not so easy for the dog fighting people to be abusing them.

When did this country go insane?
