UPDATE 04/18/16: The owner of a pack of pit bulls that killed a man last year pleaded no contest to a felony charge in exchange for a 3-year prison term. John Chester Smith, 63, entered the plea in a Jefferson-Lincoln County Circuit Court and will be sentenced in June, Prosecuting Attorney S. UPDATE 03/19/15: Wheeling City Manager Robert Herron has agreed to allow the pit bull that killed a man to be shipped to an out-of-state pet sitting and rescue organization that was recently given verbal and written warnings for kennel maintenance violations. UPDATE 03/17/15: Just after dogs attacked and killed a mother of five, Rosebud Tribe officials rounded up a few dozen dogs in the area and put them down. Some of the dogs were strays, others were owned that had roamed and caused problems in the past. The effort targeted known problem dogs in the Lower Swift Bear and Horse Creek communities, where Julia Charging Whirlwind was mauled to death early Saturday morning, an event that even she had forecast.
