Dangerous Dog Bill Advances Austin, TX - Some months ago, state Rep. Chuck Hopson drafted HB 1389 that increases criminal penalties for dog owners -- from second degree to first degree -- if their dog kills a person under the age of 18 or over the age of 65 and falls under 822.005 (Lillian's Law, which only affects "loose dog" attacks).
