Tennessee Senator Puts Forth Bill that Bans Pit Bull Ownership State-Wide
UPDATE 1/19/08: Senator Kilby clarified that he hopes to use the new bill as a vehicle for a law that stiffens penalties against owners. Last year, Tennessee abolished the state's long-held "First Bite" doctrine that allowed owners to escape civil liability the first time their dog injured someone. Kilby though, doesn't believe the new law goes far enough.1/17/08: Wartburg, TN - Senator Tommy Kilby introduced legislation that cuts through the controversy in one fatal swoop. Senate Bill 2738 declares:
"It is an offense for any person to knowingly own a pit bull dog in this state. A violation of this section is a Class A misdemeanor."A "Pit bull terrier" is defined as any American pit bull terrier, Staffordshire bull terrier, American bulldog or American Staffordshire terrier, or any mixed breed dog that contains fifty percent of its lineage from these breeds.
If this bill passes, Tennessee will be the first state in the union to dismantle the breeding and ownership of pit bulls, effectively preventing catastrophic human injury and sparing pit bulls from horrific abuse by mankind.
